PRIMARY AREAS OF PRACTICE

Tara concentrates her practice in the areas of municipal law, representation of public entities, and land use law.  She also has extensive expertise and knowledge in the handling of prerogative writ and tax appeal cases on behalf of governmental entities and officials.

REPRESENTATIVE EXPERIENCE

Tara aids in the representation of numerous municipalities as either special counsel or municipal counsel. As municipal counsel, she represents the Town of Clinton (Hunterdon County) and the Township of Knowlton (Warren County).  As municipal counsel she aids in the representation of the Borough of Hampton (Hunterdon County), the Township of Independence (Warren County) and the Township of Holland (Hunterdon County).  Tara also represents the White Township Planning Board (Warren County), White Township Zoning Board (Warren County), West Amwell Township Planning Board (Hunterdon County), and Stockton Borough Planning Board (Hunterdon County).  She is also special counsel for West Amwell Township (Hunterdon County) and East Amwell Township (Hunterdon County) in affordable housing matters.

In addition, Tara handles tax appeal cases for various municipalities, including the Town of Clinton (Hunterdon County), the Township of Knowlton (Warren County), the Township of Holland (Hunterdon County), and West Wildwood Borough (Cape May County).  Tara was successful in seeking dismissal of a tax appeal case filed by a third party against a municipal official.

Tara has successfully defended municipalities in numerous prerogative writ cases.  In this regard, Tara has been successful in obtaining dismissals or resolving cases on behalf of the Township of Weehawken, Borough of Franklin, and Borough of Rockleigh among others.

Tara has also been a frequent lecturer to municipal officials with respect to municipal issues, including social media policies and OPRA.

EDUCATIONAL AND PROFESSIONAL BACKGROUND

Tara graduated summa cum laude from Drew University in 2005 with a B.A. in Biology.  She graduated from William and Mary Law School in 2008, where she received her Juris Doctorate.

While attending law school, Tara was the Executive Editor for the Environmental Law and Policy Review.  Tara also served as the editor-in-chief of the law school's student newspaper, The Advocate.

After receiving her law degree, Tara served as law clerk to the Honorable B. Theodore Bozonelis, Assignment Judge for Morris and Sussex Counties.  Prior to joining Gebhardt & Kiefer in June 2013, Tara was an attorney at a firm in Morris County specializing in commercial litigation.  Tara is admitted to the New Jersey State Bar and the New York State Bar.

PROFESSIONAL AND COMMUNITY AFFILIATIONS

Tara is a member of the New Jersey State Bar Association and the Somerset County Bar Association.  She has served on the Board of Trustees for the Somerset County Bar Foundation, and she also served on the Somerville Environmental Commission.

Tara serves as an Associate Editor of the Municipal Law Review, published quarterly by the NJ Institute of Local Government Attorneys.
